3 months after ordering & STILL no line installed

We ordered a land line for our house on the 15th of July 2013.
Today is the 30th of October 2013 (3 and a half months later) and we STILL don't have our line installed.
Every time we phone 10210 they are either 'offline' and can't tell us anything or have a different excuse.
This morning they told us that there are no available ports and they need to install extra ports in order to provide us with a line / number, but they can't tell us when this will happen and we must phone "new activations".
I called 10210 again, as told, but there is no option for "new activations". The consultant I got through to after that was a bit more helpful (Rosemary). She said the system just says "no infrastructure". This is impossible as this is a residential area and there is a telephone pole in our backyard and the previous owner had a landline. I gave the consultant the previous owners telephone number that they had at our house and she confirmed that that number was in fact used at our address... yet the system says "no infrastructure" and they are just leaving it at that.
This is not acceptable and we would like a competent person to respond and let us know when our line will be installed!
