Blacklisting phone

I contacted customer care yesterday to blacklist my phone. This is required by law. The phone is broken and not. Customer Care could not blacklist it while I was on the phone due to some error. They requested that I go into the store to blacklist my phone. I went to the Centurion Branch where a lady assisted me. According to her they can not blacklist a phone if not. The store does not know what the process or law is.
