Cellphones issued on my account??

I've had an internet account with Vodacom for the last 2 years.(SIM card modem) This contract expires on Saturday 19 October 2013. I decided to go into my local branch (Village Mall Hartbeespoortdam) today, and notify them of the cancellation of my contract on the 19th... Only to be told: "Aikona!! You got the new phone!! Yes!! The Apple Iphone 5 with the brand new Justin Bieber cd!! This is INSANE!! How can someone in Rosebank get a brand new phone worth R10 000 on someone else's account and ID?? These guys don't even know how to track the phone... What the is RICA for?? How can you guys give cellphones to your buddies without even checking or confirming any identity whatsoever?? Please can someone with a little more savvy give me a call, and find out who this is, phones internally...
