TELKOM ADSL does not delive

My ADSL Line was installed - March 2013. After numerous fault logging I still only get 0.02 tot 0.07 Mbps on a 2 Mbps line!!! Phoning 10210 did not help and I can't cancel either! - so I must pay for service I don't receive!
