ADSL Speeds - False Advertising

I have recently upgraded from a 1, then 2 and now 4MBPS ADSL Line, on the 2 MBPS line I averaged speeds of 1.8, consistently. After upgrading to the 4 MBPS upgrade I am only averaging 2.9 MBPS, surely that is not right for what I am paying??

Please can you investigate and ensure that I am getting what i am paying for.
