Incorrect billing after agreeing to a new contract

On the 15th of August 2013 I agreed to an upgrade to my expired RBM200 contract. My old RBM200 contract cost me R249 / month and the new RMB 200 was advertised at R199 / month (incl a Samsung S3 Mini).

When I was contacted by the "Upgrade Department", I confirmed that the RBM200 was infact R199/ month and this was confirmed by the lady. It was also advertised in the brochure of August 2013 and online (I did approach 2 branches for this deal but they apparently had no stock of RBM phones in store). It was at this point that I e-mailed Cell C's customer service re: upgrade.

The upgrade was done over the phone in 15 min and details were confirmed (including the cost of R199/ month) and I received my new phone in 3 days via courier.
I was charged R249 at the end of August 2013 but accepted this as the upgrade was effective from 15/8/13. When I checked my balance on the 14th of September, I noticed that I was still being charged R249 instead of the R199 as confirmed. Since the 16th of September I have reported this matter twice vie e-mail and all I get back is an e-mail with a reference number saying that the matter is being looked into. I called cust care on 30/9 but no response!
