Cell upgrade

We were ready for an upgrade on one of our corporate lines - only to find out today that another person already did an upgrade on our line? vodacom need a company letterhead in order to authorise the upgrade .? my question is? how did they do the upgrade without the company authorising letter? where is the proof of such a letter for the upgrade? need the proof and need them to sort this out it is - on our line
