Refuse to cancel account and keep canceling fault

I cancelled my line on the 5 th August and 2 months later am still receiving bills. The request was processed but was never performed. And of course Telkom insists I pay and they will refund. That is totally unacceptable,
The line at my new residence had been noisy. On complaint a technician comes to the apartment without prior arrangement and as I work am not available to be on hand to sort this out. He does not make a new time to come back, and when I get home my line is totally dead. Having rereported a fault I get an SMS telling me the line is sorted but was still dead. I reported the same fault for a 3rd time before finally having someone sort it out? It seems that telkom is quite happy to overcharge and not sort out problems. It is an absolute shame that this is how the service industry works.
