Why would you appointent a clueless person

I reported this matter on Saturday, and I have forwarded all the necessary documentation to this useless Sipho who is sleeping on the phone and after 4 filliping business days, I haven't had feedback as to what is happening and the fact that he doesn't know how to check his emails and calls me on the fifth to ask me if I have send the email, further he tells me that this will not be resolved today " Just useless". I doesn't require a senior forensic person to tell the difference between original documents and fake/ once and he has been sitting on my documents and not knowing what to do with them, as a matter of fact "no one seems to be knowing what to do at CELL C, consultants don't listen to understand not to mention teamleader... Is there someone at Cell C, who knows what is hired to do, can that person resolve this, cause you prolong this as long as you can, but you will NOT GET MONEY FOR THAT CONTRACT THAT WAS TAKEN FRAUDELENTLY.
