Upgrade not delivered

I upgraded my cell on the 27th of August 2013 through the call centre and send all required documents via email. I received confirmatoin on the 29th of August that the cell phone will b e delivered in 2-5 days time. Up till to day I still have n ot received the cell phone. Last week Vodacom firmed that their stock should arrive Thursdat the 27th upon which they will deliver the cell. Still nothing. This is absolutely not acceptable andn v ery poor service.
