TELKOM "free home line transfer" not free

I applied online to transfer my home land line from the house I sold to the new one.
According the the web page [URL Removed] this is a free service & you get a free cordless phone.
The request was for the existing service to be terminated on 30 August 2013 & the new service to commence on 2 September 2013.
The service was terminated almost 2 WEEKS EARLIER!!!
The new service was installed on the 2 September 2013 but I was unable to make calls for another week.
Now on the first invoice I found that I am being charged R430.00 excluding VAT for installing the line.
SO WHAT HAPPENED TO THE FREE TRANSFER!!!
I contacted the billing department and was told that because I moved to a different exchange it is now billable.
WHAT A LOAD OF!!!
At no time on the online application was this indicated (else I would have told them where to go).
WHAT RUBBISH SERVICE
