Disregarding the call limit request and exceeding

To who it may concern.

Vodacom debited my account with an amount of R6, 295 on the 29 September 2013. I would like to understand why when I request that this account to have a limit last year.
07661136835 for myGig3 for a limit of R300 and 0798583768 for the 75MB which I requested that it must exceed those data bundles. Therefore my overall limit was not more that R400 a month.
I have been consistently paying R386 rand every month and suddenly my limit has increased to this. This is unacceptable as this criminal behaviour. I want my money back and I want an explanation of how the system can automatically reset its self. I got confirmation last year that there was a limit in place. This is against the law. You have exceeded to charge LIMIT. No email notification or text messages was sent to us regarding this limit being exceeded.
What's even worse is that this bill is 20 times more than my limit.
