Cell C taking extra every month without a reason

My wife has 2 cell c contract lines which she obtained for employees, the employees left her employ with the handsets but the sim-cards are still in our possession. The last upgrade was done earlier this year and the account should be R145pm plus R115pm totalling R260pm. For the last two months Cell c decided that they will be deducting R338pm, now that is a difference of R78pm, now times that by 24 and they will be R1872 over the contract period. We phoned them last month and were informed that it was a once off due to the upgrade. Now it has happened again. It is impossible that there should be any calls or sms made on these sims as they are in-active currently and locked away. Cell C kindly explain to me what happens if I do not pay my account for 2 consecutive months? You cut the line and place me on ITC and cancel the contract, demanding the full outstanding for the term???
So what would be fair should the knife cut both ways? You cancelling both contracts without any financial implication towards us? Urgently come back with suggestions to rectify.
