Telkom 1mb ADSL unusable. Problem with Exchange

I'm utterly disgusted my issue has not been resolved after 3 months of constant complaining, and the Telkom call centre, Twitter and Facebook line, that tells me the Durbanville exhange will be upgraded by middle to end of this month. (All) I have been playing PS3 gaming online for several years and have never seen or dealt with such bad latency. Sometimes i'm getting up to 1800ms local (Cape Town) SAIX ping after 8pm. In the day the latency seems ok, 40ms, but i can forget to use the internet in the evenings when everybody comes home. For the past 3 years that i have stayed in my house in Kraaifontein, all was well with my connection, with a constant 19 - 20ms ping local day or night. But a couple of months ago all of a sudden it went from bad to worse to unusable. I cannot see/understand why i must keep paying R350 a month for a service i cannot use.(But want to as there is nothing else on offer) I've been a loyal paying customer for years. And this is how Telkom now treats their clients by saying, well if you dont like it, then cancel. I have asked for escalation without success. Also sent many emails without reply.
