Slow line speed

I have a 2mb uncapped package and currently my line speed is crawling at the speed of a 384k line. I've reported (ref#506cwk060913) this on the 6th September and was told that a technician would come and fix it. I called 6 times and was told that they cant pick up my line on their side then the same story, "We will escalate this to the technical department... blah blah blah" and till today (28 September) I'm still waiting on a technician to fix the problem. How long will this last? I'm seriously not gonna pay for a service I haven't received.
