3G Lite being throttled when below 3Gb usage

I have had endless problems monthly whereby my speed is throttled when it should not. For the past 3 days I suffered 'time-outs' because of slow speeds but my usage is below 3Gb. Why are CSPs allowed to give pathetic service without compensation? ICASA need to fine them heavily and we should only be charged for 'average speed of data delivery'. I have now run through more than 1Gb at slow speed. I look forward to downloading specific information at high speed so this is frustrating and 'borders on '.
