Tried to "modify" billing of statements... can't! Some message of "System under going upgrade, maintenance..." blah blah blah...

Rather be honest and just say :

"DUE TO TOTAL INCOMPETENCE OF STAFF EMPLOYED AND SYSTEMS IMPLEMENTED... WE CANNOT ASSIST YOU! "

.. and be downright honest!!!
