Telkom cable hanging 1 metre from the ground

On 30.8.2013 due to high winds the telkom cable was hanging 1 meter from the ground. I eventually got hold of a human to report this and was told that a technician would come and repair it. I have received 4 sms telling me that "your service has been re-tested and found to be free of defects and that your service is working. THE CABLE IS STILL 1 METER FROM THE GROUND
