Stiil no sense

After talk to telkom over the last few months they still refuse to install they can confirm that there is a line in my area but wont connect me to it. the exchange is 350 m from my house but they will not put a cable in because they say it MIGHT get i asked if they would put it in the ground as most of the work has been done by the ongoing road works but they still will not.
the last report of cable in our area was over 5 years ago yet the still refuse to take the cable over the small double track road, i still don't understand why they are more then happy to sell me a product i cant use.
