Why bother saying you will contact me if you don, t

In response to my complaint subnmitted last week wednesday, I was told sipho would contact me, and that the complaint had been escalated..well to date he hasn't, ..continuing your poor service record, and broken promises.please advise by when I can expect someone who can do something about the problem to contact me?
