No one getting back to us and still not service

I have complained on here and received a response
"We are in receipt of your complaint and thank you for raising this with us. Sipho will follow up on this matter and provide feedback. He will contact you shortly.
Be assured this matter will be resolved.
"
We are still waiting for Sipho to contact us and STILL DO NOT HAVE INTERNET ACCESS!
Cell C SO does not give a.
Can someone please contact us and explain why Cell C has us pay for service we are not receiving and also has not refunded data as promised??
