Randomly sent me an invoice

I get this invoice for an account that was closed months ago.

They closed it because they couldn't perform line transfer, one of their main jobs as an ISP!

I'm happy to reopen the account and pay the invoice IF they do the line transfer from Telkom.

Pure Internet Ignorance!
