Network issues/BIS

Over the past 3 weeks cell c has had network issues in my area. I have been calling the contact centre. I was told that a senior person would respond to me when I asked how subscribers are going to be compensated for the network downtime. To date I have not been contacted.
Cell C did not consult with subcribers before implimenting a ceiling on BIS. Surely this bully tactic is not acceptable.
