No data received, but money deducted from airtime

I just bought a 250mb data bundle on promotional price. The R59 was deducted from my airtime but i didn't receie the data.

Now the additional data that my phone will use will be deducted at standard prices from my available airtime left.

Please, this is not acceptable. How can the money be deducted if the data is not put on my account yet?
