2 months still no answer and still hetting billed

I had a problem with my line and i asked telkom accounts to sort out my account because i said that i would not pay for a 4 meg line if i dont have a 4meg line. I got a message from a Jaques saying that my line is a 4meg. I would like to know how he tested a 4meg line because i asked my ISP to test it and asked telkom numerous times to test it and it was never on a 4meg for the last 2 months. Now i've received another months bill saying i owe telkom R1097.40. This is now for 2 months 4meg line witch i DID NOT HAVE. I already phoned telkom accounts and they said to me that they would look into the account and let me know. We going for 2 months now and still no call back from them. Will i be getting a bill every month till this is sorted out and the end up paying a bill for numerous months behind or can someone just take time from their busy schedule and sort this out for once and for all???
