Telkom charge for a 4meg line with 1meg speeds

I am at my wits end with Telkom. I am being constantly charged for a 4meg uncapped line when my line speed have not exceeded 1.5megs ever since my supposed upgrade. According to the telkom website as well as telkom themselves my area "does" support 4meg line speeds. I have logged MANY complaints with the telkom call center with no change in the situation. I have been been given all the excuses under the sun until a tech came to my house and told me that my line is syncing at 1.49megs and is nowhere near 4megs. Telkom do not have the decency to call me and tell me that i should downgrade my service cause they cannot provide it. I have tried to change to another ISP but was blocked by Telkom because they claim i have a 24 month contract with them WHAT A JOKE!!! I would sincerely like to see the contract document that i "signed" for a 24month contract. I AM NOT UNDER CONTRACT WITH TELKOM AND NEVER EVER WAS!!! I DO NOT QUALIFY FOR "ANY" CONTRACT DUE TO MY CREDIT STATUS!!! I know that this is a ploy by telkom to try to 'keep" clients but it is dispicable and disgusting and their behaviour is absolutely revolting!! Please Telkom you cannot sort this out so just let me leave!!!
