SIM not activated but paying for contract

I entered into a new contract a few weeks ago. I am porting my number to Cell-C. I have received my phone and SIM pack almost 2 weeks ago AND I have been billed pro-rata already for service. However the SIM card on Cell-C has not been activated. I have written 2 complaints already which promise to be replied to within 24-72 hours, both of which are unanswered. I do not want to load more airtime on my previous providers SIM as I do not wish to lose such money once it becomes inactive, so I can also not make any calls at this stage.
