Second complaint about net speed

I have reported before that my Internet speed was slower than what it should have been a technician had came out to my flat he inspected the line he left and everything seemed fine its been 2 months and some odd number since he last came to check my line and it has started acting up again.

I don't know if this has something to do with my area or not but I am not happy with the quality of my Internet it is not up to shape normally i have a connection speed of about 35ms on average but the last 2 weeks its been 700ms and this is unacceptable like i said Ive complained about this before and I'm not recommending telkom as a isp anymore because this has happened more than once now and it does not seem to get fixed i have recieved no info regarding my line being throttled or about any lines or servers that are down i am getting sick and tired of these constant problems and im honestly thinking of changing my isp.

I expect a reply within the next 2 days or im ending my contract. This has nothing to do with my side of the line and the technician had said so himself please this is a major inconvenience fix this and fix it properly.
