Contract Restrictions Unknown to Users

I have 2 Cell C contracts (not pre-paid). One (lower option) 100minutes:100sms:100mb as well as a Red Bull contract.

During the last couple of months I've on numerous occasions tried to call 0860/ 0861 numbers (specifically not to phone from a work line) and offering you the freedom to sort out various administrative/ business related queries. My number was never able to dial out - always receiving a 'pre-paid' or limit increase contract error when phoning.

Contacting the call centre during last week after another such incident occurred, the call centre operator told me that this is a 'general' (i.e. global?!) error throughout the Cell C network and they are working on it. Ask but why customers are not informed I was just reminded that this it a general error.

I wanted confirmation whether the error was linked to the 'type' of contract - and informed that it is not(!). To give them the benefit of the feedback I then tried this with my second (higher account) number and I was able to access the specific 0861/ 0860 numbers without ANY error/ difficulty!?

Why mislead customers and not inform them of limitations incurred on lesser contracts. Totally unacceptable.
