No response from VODACOM management

I am paying for a R135 top Up deal with Vodacom and haven't received my minutes.
I can't remember exactly how the deal started (I think it was over the phone, but it could have been the Internet?) but it was more than 4 years ago.
I wanted to move a "pay as you go" Cell phone number to a "top up R135" contract.
I think what happened was that the person on vodacom's side typed in the wrong cell phone number when we "started/opened" the contract.
Now I pay for a contract but don't receive the benefits that comes with the contract.
The number/sim card in use is still a "pay as you go" number although I am paying for a contract.
It is a very long story but I haven't received any minutes for almost four and a half years.
My contact person at Vodacom's Walk in Customer Care (Lucinda Page) is really helpful but her hands are apparently also tied because she is waiting for some or other senior person that is NOT DOING ANYTHING about the situation. I have told my story to so many people at Vodacom. I never want to tell the story again.
How hard can it be to link my number to the contract that I am paying for and give me my minutes? This letter is only the start, I am going 2 newspapers next
