Paying for a 4Mb line, downloading at 0.34 mbps

At the moment we are paying for a 4 Mb uncapped unshaped ADSL line at MWEB, but the speeds that we achieve are ridiculous. I did a speed test on [URL Removed] and here is the results: [URL Removed] I have laid complaints week after week but they just cant seem to sort it out. I am seriously considering changing service providers.
