Unable to Connect to internet for Months

In 26 March I bought a prepaid data sim card from cellc, I paid R1800 upfront and the sim card was loaded with 200GB data. Since i bought the sim card I have not been able to connect to the internet between 8AM and 12 midnight, at the call centre they said this was due to congestion in the cellc network in Johannesburg area. When i asked further questions about this problem or how it being solved i was told that it started in March and cellc is upgrading the network to accommodate the increased traffic.

my questions to this are:

1.For how long shall we as the users be patient when we have already paid? because 5 months from March to August is a long period.

2.Why cellc was and still selling and adding new users to their network when they were/are already aware that it is congested?

3. Why they are not creating a mechanism for customers to be refunded and cancel the services because as things stand we are not receiving what we have paid for and it is very unethical/unfair/unjust for cellc to keep holding to customers money without providing services.

this problem has affected me a lot as I also work from home and require a fast and reliable connection as advertised.
