Still bad internet line since November 2012

Our 1MB line started to get high latency and lower download speeds (down to 30KB a second at times) in November 2012 .
I tested everything I could from account details to Router, before calling someone out. Somehow when the gentleman came out he told the people that were in the house at the time that the line was fine.
So I tested further, still finding that the problem was the line, and when speaking to a lady in the call centre she agreed the only thing left was the line. I therefore asked them to come again, and got the same "line is fine" response. When finally a few months ago, I managed to get the techie to come on a Saturday when I was home, and test it in front of me. When he showed me a speed test, it was 120kiloBITS a second, 1000 latency, and hardly any upload. and finally convinced him the line was not fine. Upon inspection later he said the line to the exchange was faulty and an engineer would come through when available. Well testing on the Telkom guest account, with a new router last night, my line is still very broken, and getting worse!

Where is the engineer that was supposed to fix our line, and why is it not fixed in 10 Months?
