4 Months & Line is still Unusable, Telkom wont fix

For the last 4 Months I have been complaining to telkom about my line.
My line keeps having a problem where it works fine for 10min then becomes unusable for 10min then fine, then again unusable.
My latency goes to about 700. jitter to around 400 and 4% packet loss. I have tried different ISP's, a different computer and a different router.
All experience the same problem.
I told telkom this and their technicians keep ending my problems saying my line is fine, I have reported the problem aver 20 times because of this, they dont seem to care about fixing my problem!
