I'm paying for an internet connection I can't use

A few months back our account at Vodacom was hacked and someone changed our personal password from within. We were unable to access our email accounts for 3 days, after which my husband went back to using his and I instead opened a gmail account.
Since then, whenever I insert my sim card into ANY modem and connect it to ANY computer using ANY operating system (Linux or various Windows vars) the megabytes just run away. No other sim we own does this. Nevertheless whenever I call / email their data department about it they tell me it's "updates on the computer".
I don't like paying for something I can't use but it became critical this month when my income dropped to near zero, so I called Voda to cancel or even just downscale my contracts, and learn that there is a downsizing "fee" of over R1000 PER CONTRACT, and that cancellation of both would cost me over R3600.
Is this even legal? My contracts aren't very large; somehow they pull R490 in total out of my pocket every month, of which R150 on something I can't even use.
The service people are always very friendly and patient. They fail to solve my problem though.
