No service pay for month but only 15 days connect

Hi i have had no adsl internet and no phone connection from thursday 25 july to current time.this is the second time this month of july last incident was on 10 july till 17 july i had no adsl service and no phone connection after that i had 7 days service till 25 july now no service again. First time cables were .dont know what problem is now .telkom says i am in a high risk cable area, what do i have to do to get a solid consistent telephone connection and adsl service as my area in bethal.constantly has intermittent or no service for long periods do i have to move town or area i am really disappointed with the service from telkom when i signed contract for adsl service and installed telkom phone they assured me of service now it seems they cant provide service isnt that infringing on my consumer rights to receive service for which i pay.it is very frustrating having no phone and adsl connection and my cellphone cost is mounting and i have to call telkom accounts to try and get rebate for days without service fault ref 1ctk 250713 hm scheepers phone 017 647 6814 account number 3247 607 10001
