Upgraded Contract - BIS was not cancelled

We went into the Vodacom shop in Clearwater Mall in April to upgrade our business cellphone contract. The previous contract was for a Blackberry, and the new contract is for a Samsung Galaxy SIII mini. The logical thing to do would be to cancel BIS for the contract as a Blackberry is no longer being used. So for two months we were charged for BIS on our account. Upon contacting the store to arrange a refund for the two months useless BIS, we were told to contact Vodacom Business to arrange it. Vodacom Business call centre (who were excellent) investigated the problem and informed us that it was the duty of the Vodacom shop to cancel the BIS and that we should take it up with them, and the person responsible was Amina. After struggling to contact the store, that is constantly engaged, I finally got through to Amina. She asked me cockily why I didn't ask to cancel the service. That is common sense!! Anyway, she said she would speak to her manager. So to cut a long story short, I have contacted her multiple times, and get the same old story, 'I need to speak to my manager' or 'I will get back to you'. I call almost daily, leave a message and I don't get a reply! This is shocking.
