Consumer to fit the bill for Telkom infrustructure

I ordered a ADSL line from Telkom about 3 months ago.
They came back to me saying that there are no sleeves in our complex for them to run the cable.
Telkom expect me to install a sleeve so that they can bill me to use their infrastructure.
I told them that I was not willing to do that and they must come with another plan.
They said that they were going to have a meeting, and that is the last I've heard.

I feel that it should not be my responsibility to provide the infrastructure in order for Telkom to bill me for using their infrastructure.
