Uncapped so slow i cant use it

After spending the better part of the morning on the phone I finally got to someone who said he will be able to get me a useable speed at least although this is not what they advertise, out of necessity I took it.
But after agreed fix that should happen in a hour, after 2 hours still nothing and bear in mind this is a bundle that only works for 24hours of which more then 14 hours have now passed at a unusable speed to prove this I have done a speed test on [URL Removed] that clearly shows 4kb/s download speed and 5kb/s upload speed, and that is a local test hate to think what a international test will show?
