Been waiting since 22 June

My mom upgraded the phone contracts via the call centre, My phone was delivered the 22nd of June but we still waiting for the other phone we ordered, the Nokia C3 has not been delivered nor have we heard anything from them. When we do call the call centre we get an electronic voice saying it will be delivered in two days, then 2 days later no phone. When trying to inquire via callback system, then just hung up on us.
We would like to know what is going on, do they not have the phone in stock? Or do they just not plan on delivering it.
