WONT LET ME UPGRADE MY DATA CONTRACT

Ok so i have a old internet promo 5 contract that is due to end this month i went into the store to ask about an upgrade only to my dismay the consultant informed me he cannot upgrade data contract i must rather open a new contract... HOW DOSE THIS MAKE ANY SENSE!
