Telephone with terrible distortion, not funtional

Since December 2012 to date telephone at home had a terribly bad distrortion on the line that in most occcassions one is unable to hear whats being communicated from the person on the other side, and also sometimes it is totally dead. From January to date been informing telkom call centre about the problem, after a week a technician would call attempt to fix the line. Ok at that point time after the technician had done a few things but either the very afternoon or the next day the same problem. Then call telekom again, tech calls after a long period does the same thing again inform him of the ongoing problem, that weunable to use the phone once he leaves by the afternoon or the next day. Thus incurring additional cost using c/phone. Was then advised its a cable problem will be resolved by cable section since February to now. Inform cable/ either upgraded or sorted but the problem is still there currently technician called last week did a few things line was a bit clear, informs that the telephone is ok but I inform him there is still a crackle in the line. Inform fault will then again be referred to cable unit once again. Currently distortation is very bad. Not sure what to do.
