Worst telephone network ever!

We have submitted complaint after complaint with regards to our telephone line constantly being faulty.
Technicians have constantly come out and insist the line is fixed.
Yesterday again! A technician came out and plugged some type of cable into the telephone and returned to his vehicle, he then sat there for quite some time and then drove off. After some time he returned saying that the telephone is now fixed. We tested it and it was still making a terrible sound to which he responded"I cannot hear anything wrong". He then informed us that he had repaired some cable outside, of which I definitely do not believe!
Later in the evening I tried making a call and the extremely noisy sound was still constant.
Someone tried calling us several times this morning and we could not hear a thing apart from an extremely loud and noisy sound! So we are currently UNABLE to make use of the telephone!
I honestly feel this is totally unacceptable as this problem has been continuous since last year.
