Why are out of bundle rates still R2 per mb??

I am getting severely frustrated with Vodacom out of bundle rates for my 3G still being charged at R2 per mb. This is ridiculous, especially considering the fact that when you are browsing the internet the volume of data consumed has increased. Why is Vodacom not looking into this and revising these rates to their customers? Can somebody please assist or explain this to me?
