Cell C does not supply what they promise

I upgraded my Cell C contract in February 2013 to a smartphone package. I started paying the new rate at the end of March. Today is the 24th of June and I am still trying to get the free data bundle that was promised when I took the contract out. Every person from Cell C phones me back to tell me according to the System this was loaded on the 14th of May and it is recurring. Maybe to Cell C recurring means something different than it has to happen monthly untill the contract expires, as it is already the 24th of June and I still have not recieved the data bundle. What can a person do to just get what Cell C promised in writing. They money is deducted of the account and then you are left on your own???
