Overcharged for out-of-bundle data

Even though Cell C advertises that their data rate for out-of-bundle data is the same as the rate for in-bundle data (15c/MB), I've repeatedly been charged about 99c per MB.

Below is an example from my March Invoice:

I've called Cell C with my complaint. This was more or less 2 months ago. The issue was confirmed, and escalated. When I called again after a week or two, I was notified that the issue was still receiving attention. Three weeks ago I logged the complaint via Cell C's website. On the 4th of June I received an email stating that the complaint was still being looked into.

How long does something like this take? Since my first complaint I have repeatedly been charged incorrectly, and I had to pay up.
