3GHSDPA almost never works

I live in the Florida area (1709), and neither my Speedstick nor Cellphone have reliable data connectivity. They both often display as having connected to HSDPA, but very rarely am I able to actually download anything.

Problem with the towers? Can a technician maybe be called out to check what the issue is?
