Upgrade phone specs advertised not correct

Mtn advertised Samsung S4 32g 4G

I agreed to upgrade then next day queried phone to be delivered and was told they were sending 16G 3G phone, I cancelled upgrade they never delivered phone I never signed documents and was assured there will be no charge to me. Now I receive my statement and they have charged me. I emailed Jeetendra and called after 2 days no response or call back.
