One conversation equal 3 phone calls

Every time I make a phone call or receive one, it end up being a few phone calls due to connectivity and network issues and every time i pay a connection fee. I am so fed up with this. Can someone tell me what is going on and refund me for every time I need to call someone back where the phone call just drops.
