MTN cuts off cell phone

Yesterday, 13/05/2013 MTN SP blocked outgoing calls from my 65 year old mother's cell phone account. She received an sms indicating that the account was suspended due to lack of payment.. On the first of May 2013, we made an EFT payment to MTN SP with the correct details. She used to have a debit order but due to the amount of paperwork and lack of skill her account details could not be changed to her new bank account. I was just contacted by the MTN dealer (where my mother had to go and complain with our proof of payment because 808 ignores her) that the amount didn't reflect on there system. MTN SP never contacted her to find out if she paid or what the situation was, she was just cut off... I would like to know who would take responsibility if something had happened to her and she could not make a phone call because MTN decided to cut her off EVEN THOUGH SHE PAID HER ACCOUNT?!? Who is going to pay for her expenses to get her account - paid up to date and NEVER late - back in order?
